Member States will have to ensure that a representative proportion of the transport of dangerous goods by road is subjected to the checks provided for in this Directive to verify compliance with the legislation on the transport of dangerous goods by road.
In particular, to carry out the checks provided for in this Directive, Member States will use the checklist set out in Annex I. The checks should be carried out on a random basis and will cover as far as possible a large part of the road network.
Greater attention will therefore be paid to the conformity of packaging, labeling, and marking of packages and vehicles to avoid unnecessary fines and blocks of goods.

On 13 November, Directive (EU) 2022/1999 of the European Parliament and of the Council of 19 October 2022 concerning "uniform procedures for checks on the transport of dangerous goods by road (codification)" came into force.
The directive applies to the controls exercised by the Member States on the transport of dangerous goods by road in vehicles circulating within their territory or entering it from a third country, except for vehicles belonging to the armed forces or under the responsibility of the latter.
This does not affect the right of Member States to supervise, in compliance with Union law, the national and international transport of dangerous goods carried out within their territory by vehicles not covered by this Directive.
