Transport in bulk: Germany initiates multilateral agreement M348

Under certain conditions, special agreement M348 simplifies the transport by road of uncleaned, empty packaging.

On July 12, 2022, Germany was the first to initiate the multilateral agreement M348 following Section 1.5.1 of the ADR. Uncleaned and empty packaging assigned to UN number 3509 may now also be carried in bulk according to code VC1 (in sheeted vehicles, sheeted containers, or sheeted bulk containers). The sender must include the following note in the transport document: "Carriage in accordance with multilateral agreement M348".

However, the agreement can only be applied if at least one other state countersigns it. In any case, it is limited until June 30, 2023.
